I am wanting to check to see if this iPad is is free and clear before I buy it from an individual. How do I go about checking to see if it's stolen or not

There is no way to check if its stolen. There is no database or website for stolen devices.

The best you can do is ask the seller to show you the screen when they turn it on.

If it does not say "Hello", then it has not been properly erased for sale, and may be locked to the previous user. If its sitting at the screen with all the apps, or its asking for a passcode, do not buy it. Any device that has not been properly erased for sale, may be stolen and wil likely be unusable.
