I started with a trial copy of Parallels Desktop. If you choose File -> New you see the following:

Select "Get Windows 11 from Microsoft". In fact, Microsoft do not distribute Windows 11 ARM directly to customers, but only through computer manufacturers. Installing Parallels emulates an ARM Windows machine. The installer from Parallels has Windows up and running quite quickly. Make sure that you have time to check that it does what you require, before you pay for Parallels and for a copy of Windows. (If I remember correctly, it has to be Windows Pro.) There are some things it can't do, mainly games, and programming for Intel Windows can be a headache.
