HELP! 2019 MacBook Struggling with Premiere Pro

Hello, would love some advice regarding wither to purchase a new macbook pro or stick with what I have.

So I do a lot of 4K video editing in premiere pro with not super heavy graphics but more than just simple text and I'd really like to speed up my work flow.

I currently have a 2019 mac book pro with 32gb ram, 1tb storage and this processor/graphics setup (2.6 GHz 6-Core Intel Core i7, AMD Radeon Pro 5300M 4 GB, Intel UHD Graphics 630 1536 MB) and it has it has been struggle to edit with lately (frankly, it was never that great). There is so much lag and stuttering when just trying to move a picture (or sometimes even just txt) around in PP. It's so frustrating and inefficient.

I have done all the basic things to speed up the mac/PP (clear cache files, make proxy files, clean up desktop, update ios, ect ect) but it doesn't seem to help.

I'm using roughly half of my internal ssd.

So two questions:

1. Is this macbook perfectly capable of doing this type of work and I'm doing something wrong?

And if it is the device and not me....

2. Which macbook pro should i get to future proof myself from the same problem. I might delve into after effects and plan to upgrade camera eventually.

Was considering this configuration.

Apple M3 Max chip with 16‑core CPU, 40‑core GPU, 16‑core Neural Engine

But unsure about ram and ssd size. Was thinking 64gb ram and 1tb ssd.
