Total Adblock for Mac. Will one product paid subscription work on BOTH my desktop AND laptop?

I Can't see to find a TOTAL AdBlock support link to ask.

Also, there are some apps that only allow use on one device.

Correct. You would need to investigate its terms of use, licensing requirements, or whatever other restrictions may come with its purchase. Not so important when an app is "free" but many useful "free" apps are no longer available for the simple reason developers have bills to pay like everyone else.

Often, your payment will be in exchange for a license key or something you can type in to as many computers as you wish to use, but that business model is unviable when license keys become public knowledge, then the developer has to maintain a database of invalid keys, etc. It's a mess. I have no idea what method "Total Adblock" uses, but that's the reason many developers reluctantly capitulated to the App Store distribution model.

Is your mention of any number of computers with your Apple ID a rule with Apple's App Store?

Yes. It keeps things simple. You didn't ask but I really recommend finding a suitable equivalent from the App Store. I don't have anything in particular to recommend.
