Your carrier is responsible for incoming, outgoing and text messaging services on your phone, so you should give them a call (on another phone) so they can check things from their end and get your phone service working correctly.

If it is a new iPhone, your carrier may take some time to activate your phone, keep restarting your phone and try it then. If your service is still not on, you should contact your carrier.

New phone? Did you have it working before? Talk to your carrier first; this sounds like the problem is maybe on their end. Even if it is a hardware problem they can troubleshoot it for you a bit.
