Can’t download GarageBand

So I have an iOS 16.7.4 iPhone X and it got reset and since I got rest I couldn’t download GarageBand without upgrading to iOS 17 which my device doesn’t support! Please make a version for iOS 16 available for downloading I need the app!!!!
