In an iPhone connected to a PC, why does Windows Explorer show files out of order and with different names than on the iPhone?

I'm trying to copy photos from my iPhone 13 to a Windows 10 laptop. When I connected the USB cable to the laptop, I chose the option to view files rather than to import photos. (I want to be able to choose which directories I copy the files to.) Eventually Windows Explorer shows the photo files. However, I've noticed that the file dates shown on Windows Explorer is wrong. Furthermore, the photos listed in Windows Explorer are in alphabetical order by photo file name, but the photos are not in time sequential order. For example, on the iPhone the details show a photo named IMG_5017 taken Monday Nov 27 at 7:43 a.m. In Windows Explorer, the same photo is named IMG_5052.jpg with a creation date of Nov 28 at 6:51 p.m. In Windows Explorer, IMG_5041.jpg has a creation date of Nov 28 at 3:59 p.m. On the iPhone, this is IMG_5066 taken on Nov 28 at 8:10 p.m. How can this be so wrong?
