When trying to download a free app, it asks me to verify my billing information. My card comes up automatically with the right information, but I can’t even click done if I don’t add another payment method but the one I’m trying to use it already on there, it just won’t accept it for some reason

Have you tried removing and re-adding the payment method? Apple may require a valid payment method (which cannot be a gift card) for verification purposes. It may be charged a small amount to verify it but this will be automatically refunded.
