There's a few reasons why. More information would be helpful as Phil wrote, but my guess is you need a payment method. Apple may require a valid payment method (which cannot be a gift card) for verification purposes. It may be charged a small amount to verify it but this will be automatically refunded.

If not - If you can’t download or update apps - Apple Support
