Get app button greyed out,

Just set up my iphone 14 and tried to download an app from the app store. The get app button is greyed out. I have already been through the screen time settings to enable all apps and tried to set up a payment method to see if that is the reason. When going into settings and clicking on my name the only options on there are personal information, sign-in & security, icloud and phone info. Nothing else. Everything I read says to go to settings, click on your name and go to media & purchases. Media and purchases does not exist on my phone. Anyone have a fix or solution to this?
