How do i change the region of my iCloud?
I can't buy iCloud+ because my phones region is set to Germany even though I live in Hungary and I don't know how to change it,

Your iPhone's region has nothing to do with iCloud.
If your Apple IDs region is also set to Germany, then you would need a payment method from Germany with a German billing address.
