I keep getting an error message saying something about “ask family member to change billing information” what does this mean?

“ There is a billing problem with a family member's previous purchase” I keep getting this message after I’d had a bad debit card on my account. I’ve since gotten it replaced, but I am unable to change my payment method. I am not in a Family Sharing group, and now that I have this message, I can’t change my payment information. Please help! I can’t update or install any apps that I need for work!

There's a billing problem with a previous purchase I keep receiving this message, "There is a payment problem with a family member's previous purchase. Ask the family organiser to update their payment details". In fact, I am the family organiser of my own, and never invite other people. I also try to change payment method, but the payment methods keep failing. I am frustrated, because now I can't update some of my applications, especially messaging application (WhatsApp), which I really need for my work. Please, can somebody help me figure out this matter?
