Safari background image

When I select "edit" to add a photo to the background page of Safari (iOS) nothing happens. Tried my photos and the images already there. Nothing changes.

Prior to 17.2 I didn't have an issue. Seems like it's the update.

Anyone else have this? I'm on an 3rd gen SE if that should matter.

Safari photos BUG Images in Safari began to expand over the entire screen, which had not happened until now (probably after the last update to 13.2.1 Ventura). I open the same image with the link now in Chrome, but it is displayed normally there. Screenshots are below:
