I've created a few "Collections" in Books in my iPad mini (1st gen), and the collection titles sync between my devices (iPhone 13 PM, MacBook Pro, iMac, iPad 6th gen), but the PDFs that I manually added to a collection on one device are not being synced to the other devices.
I've checked the options of "Sync Collections" in the settings and in all my devices.
Any ideas??
On the devices that are not syncing the pdfs, go to Settings > Books > iCloud Drive turn off and back on, and go to Settings > [Your Name] > iCloud > iCloud Drive > Apps Syncing to iCloud Drive > Books, turn off back on.

I am also having this issue - very frustrating! iOS fully updated, have tried on/off for iCloud services, etc. Still can’t get the collections and “want to read” to sync across from iPad to iPhone.
