If you don't turn on iCloud Drive or iCloud Photos, your files and photos won't be synced with iCloud.
If you do turn on iCloud Drive, there is an option whether or not to sync only files that you put in the iCloud Drive folder or whether to sync everything in Desktop and Document as well.
If you turn on any or all of the above options, there is an "Optimize Mac Storage" for iCloud Drive and another similar option for iCloud Photos. If you don't turn on those options, there will always be a local copy of iCloud on your Mac.
