Is this about the Apple TV box? If so, which model [1] [2]?

The Apple TV box needs input over the network. No way around that. The USB port on HD models is not useable for content storage or any use with external disks, only for service and support to a computer (read: reinstalling system software externally) [3].

Apple TV content (buy/rent movies) can be downloaded on iPhone, iPad, Mac, or PC.

Apple TV+ content (subscription) can be downloaded on iPhone, iPad, or Mac.

To stream using AirPlay from one device to a different one, an online check is needed, and Wi-Fi for the streaming.

To connect Mac, or PC to a TV by HDMI, no online connection is needed; offline playback is possible. I haven’t tested mobile via HDMI, for lack of adapter. This would bypass any Apple TV box.

Apple TV content is DRM protected and can be played in the Apple TV app — not other media players.

Downloaded content can be played on the device onto which it was downloaded, not transferable to other devices.

… on my project with out WiFi?

How is Apple TV content a project?

Wi-Fi is nearly everywhere, or can be set up everywhere, if you really want to.
