Lately, I get messages that my iPhone has not been backed up (3 weeks with this latest) although Back Up is on for iCloud and I have enough space to back up so am at a total loss as what to do. It gives me an option to back up using cellular data but why should this be needed if ICloud Back Up is on and I have enough GBs?

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
Once the above action has been completed successfully, then try backing up the iPhone manually by opening the Settings app ➡️ Apple ID (Your Name at Top) ➡️ iCloud ➡️ iCloud Backup ➡️ Backup Now.
Once the manual backup is completed then the next automatic backup should occur after 24 hours when your iPhone is locked and charging and connected to a Wi-Fi Network.

If you have messages for iCloud on, your messages can sync across devices. It is not a backup. If you delete a message, it deletes everywhere.
