Anytime you use Apple Cash to send money there are no options to cancel, reverse, or dispute the transaction. Using Apple Cash is the same as using cash in any other setting where once you give someone money, it is up to them to give it back to you. If there is anything Apple can do, then you can try this link to contact Apple Support.
I figured this out myself (it took time). I never found the right solution anywhere. It seems Apple updated its UX without updating their documentation.
This is what I did from my iPhone when I finally figured it out:
Settings > Wallet & Apple Pay > Apple Cash > Transactions > click the transaction to cancel it
*This only works if the receipient hasn't accepted it.
