How do I transfer my apps from my old iPad

I bought an iPad mini and I’ve had it about 6 months under a new account. How do I transfer my apps from my other account?

Redownload them from the App Store; if desired, set up Family Sharing between the two.

You are unable to transfer apps from one account to another. As Neil has suggested, Family Sharing is an option to link devices with different Apple ID's to share apps & subscriptions.
