Not all carriers offer a Hotspot option, and the ones that do may require you to purchase an optional plan. Since Hotspot is a feature that is offered by your carrier.......(not Apple).....have you asked your carrier about this? If not, you may need to work with them to see if your plan allows a Hotspot.
If you tap Settings > Cellular, does a Hotspot option appear? Even if it does, it may be a option with our carrier.
