Cannot modify or add songs from PC to Phone

Phone and Apple Account on line say on 3 trusted devices are registered but when I try to add or modify music from my PC to my phone it says I have 5 registered and cannot add or modify music

Trying to download songs from Apple Music I have Apple Music and it’s linked with the same Apple ID for my iPad A16 iPhone se and iPhone 8 Plus all of them download except my iPhone 8 Plus it says this device cannot be transferred when I try to download a song from Apple Music. Some items were not copied to the iPhone because you are not authorized for them on this Mac. Attempting to copy all my music to iPhone from Mac. The songs are Leonard Cohen songs. Many other songs were not copied with this message: “Edge of Seventeen (2016 Remaster)” was not copied to the iPhone “iPhone (320)” because Apple Music songs cannot be copied to an iPhone. ?????? I paid for this music. Why can't I sync it?
