Problems moving bullet points in Notes

When sliding bullet point text (in my case on a to do list) up and down on Notes sometimes they slide nicely and sometimes they duplicate when sliding them. why?

text box appears when note taking with Apple pencil in Apple notes While I am in the middle of note taking with the Apple pencil. The notes go from being converted to typed notes in the notepad to a text box without me creating text box. This is a new issue in the past couple days. I notice a new arrow with a line too. Is there anyway to make this stop? Thanks!
