I just bought a series 9 watch, and bought the ATT cellular plan for it. The watch says it is connected to data through the command center. When i am not near my iphone, the watch is connected to data but wont send imessages. how do i fix this? thank you!

thank you Bob. as number 2 says from the article you attached: ‘Even if your iPhone isn’t connected or powered on, you can send and receive iMessages on your Apple Watch when your Apple Watch is connected to Wi-Fi or cellular.’ The apple watch is unavailable to accomplish this task and it can’t send/receive imessages. What could help fix this ?
