Locate the mail server settings from your mail provider.
Delete the problem email account.
Add a new mail account.
Answer the prompts as shown, as they appear.
Apple tries to determine the mail server settings automatically, so the prompts can vary.
The SSL/TLS setting is available still, but it’s buried as it’s almost always enabled. It defaults to enabled. (Network connections on the usual TCP 993 and TCP 995 ports get SSL/TLS enabled automatically, too.)

Thank you for your reply. The phone I am replacing, the SE, has options for SSL clearly available in the settings. I have no additional security software, copied the imap address, yet still encounter this problem. I am wondering if having my personal email, which I think I mistakenly used for my Apple ID when first trying to transfer my settings from the old phone, may be interfering with the process. Perhaps you can help me understand, because I no longer have access, and cannot remember what my Apple ID was previously.

If the email address being used for the existing Apple ID is not an Apple email address (is not @iCloud.com, @Me.com, @Mac.com, etc), then its mail hosting is completely separate and entirely independent from its use as an Apple ID.
Apple might want to send account recovery messages to that address should account recovery be needed, so it would be best if it worked, or if you had other trusted telephone numbers or trusted email addresses or recovery contacts configured for the Apple ID.

You would have had to have added the email account to know that.
If you do not have the email account added in Settings > Mail, then there is nothing to remove.
Skip that step, and add the email account using the mail provider’s server settings.

Check with your mail provider for the required and recommended mail server settings.
It would be unusual to not support SSL/TLS.
It would not be unusual to have some confusion around the specified port, and around IMAP or POP requirements.
If a first-few-hops VPN or any other add-on security apps are installed, remove all that, and restart, and test again.
