To my knowledge, the timers are not shared between the iPhone and the Apple Watch. If you need an alarm to ring on the Apple Watch, you'll need to start the timer on the Apple Watch itself (which has its own Timer app.)

There is an item in the app settings for Apple watch: Push notifications from iPhone
When this feature is enabled, the Apple Watch will display the timers and alarms that you have set on your iPhone. You will be able to delay and turn them off remotely.

I also did a test by setting a timer on the iPhone. I locked the iPhone and the timer alert went to my Apple Watch.
