If iTunes V 12.10.11 for Windows is the latest, how did I get V 12.13.1.3? It was not able to connect to my iPhone. After months, I finally figured out I needed to downgrade to V 12.10.11.

I reinstalled iTunes 12.13.1.3 on my Windows 11 pc. Same result. It does not recognize my iPhone 14 with iOS 17.1.2. I will be downgrading iTunes again.

Poor choice of words by Apple.
iTunes 12.10.11.2 is the last version (or most recent version) that will work with Windows 7 or Windows 8. Since then there have been many updates to iTunes that cannot be used on Windows 7 or 8 and as of today (25th December 2023) the current version is 12.13.1.3. This version should be able to work with your iPhone.

Why? If you have Windows 10 then you can and should be using the latest version (12.13.1.3). If that version will not work with your phone then it's unlikely that the phone will work with such an old version of iTunes. For example, a phone with iOS 15 or later will not work with 12.10.11.2.
There have been reports of iOS 17.2 stating that it requires the latest version of iTunes even though the latest version is already installed on the specific computer. For anyone with that particular issue, star a discussion on that subject. Do not simply downgrade, it won't work.
I have no issues with running iTunes V 12.10.11 on my Windows 11 pc. All the sync'ing functions to connect to my iPhone 14 with iOS 17.1.2 work fine. The only thing I really care about is copying all my 6000 ripped music files to my iPhone. I will be waiting for the combination of iTunes version V12.14 or higher and iOS 17.2 or higher before I try to update. Happy New Year.

I can't say that I'm surprised. I did suggest that you start a discussion about that specific issue. Have you at least looked through this community (forum) for other posts asking about the iOS17.1.2 problem? If not, I strongly recommend thta you should look at itunes wont sync ios 17 - Apple Community and itunes sync problem in iphone 15pro ios 1… - Apple Community to which fellow user turingtest2 has given the same reply. The OP (original poster) in the first linked discussion reported back that his tip worked.

How will that help? As previously mentioned, if you downgrade as far as 12.10.11.2 you will find other issues, not least of which will be that a device on iOS 15 won't work with that version of iTunes.
