Family / Child Setup Broken - "What content can (child) access" screen will not move forward. Button will not allow to move forward. Cannot click "update restrictions"

I have a new iPhone for Christmas for a child. They have their apple ID and password setup and are already set up in my "family" under my admin credential.

When setting it up on the new phone it is not allowing the phone to go past the "What content can (child) access?

The settings are verified in the admin portal. The button will not move past the "update restrictions" button
