Reduce motion won’t turn off on iPhone

In My settings, reduced motion is off and everything that is the complete opposite of reduce motion is on, however I still have cross fade transitions and even with it off. I’d there any other thing I may have left on that I need to turn off for these transitions to go away? Yes, I updated and reset and nothin changed, in fact this is a brand new phone and I happened to transfer my settings from my XR to my 11, which still had these broken settings, then this iPhone 15 still has these settings to.
