What if my device cannot turn on so none of these actions can be completed
I want to trade in my MacBook however it does not turn on anymore. Is it still eligible for a trade in?

That will probably effect the trade-in value yes, and Apple usually asks whether a trade-in device works.
If Apple indicates no value, they’ll offer to recycle.
