My iMac latest version is 10.15.7 Safari is 15.6.1 but most banks, credit cards, tax sites want version 16 or greater. How can I update ?

If your year model iMac is to old and can no longer be updated past 10.15 Catalina/Safari 15.6...? Then can use a third party Browser like FireFox, Brave or Chrome. To get Mozilla FireFix go to > https://www.mozilla.org/en-US/firefox/mac/
Safari versions are tied to the macOS version and can not be updated independently.
If an old Mac can no longer be update, then there are two options.
1) start using a third party web browser
2) purchase a new or newer Mac

Regardless of age / OS your Safari browser should be able to upgrade . I can go to a third party browser and it works, why not Safari?
Many people use older products just for web browsing where OS and processing power is not an issue unless it's a MAC.
You don't need to upgrade your computer. Just use a different browser. I suggest Firefox or Brave.
I use Firefox on macOS Catalina 10.15.17 and it works perfectly fine with every financial institution I work with.
Apple made the decision to make Safari part of macOS. Therefore Safari only gets updated when macOS gets updated. That means you have no choice but to use a different browser on older hardware or installations of macOS. Sad but true.
If the message is saying that your mac is up to date then your mac is too old to up date any further I am afraid
