I am not able to receive my verification code to my phone nor my email.

I tried to check my payment method, and when I log on with my Apple Password, I tap on payments and shipping. At that point I get an error statin I have exceed my limit for SMS. I then tried using my email and I get the same error message and no code is set to my email I checked with my carrier and there is no block on short code message. I am able to get other company verification codes.
