No Face Gallery in Watch App

When setting up my son’s Apple Watch (he doesn’t have a iPhone, so it’s set up under Family Sharing), the Face Gallery is missing from the bottom of the app. I select All Watches > click on my son’s watch > Done. His watch settings display, but I am not given the options at the bottom such as: My Watch, Face Gallery, and Discover. Why would this be?
