Phone Unavailable During Downtime

I have the parental controls turned on for my daughter’s phone (12mini) where she can use it for playing games for a couple of hours a day. After that it is only to be used as a resource. We have discovered that the text and phone functions are disabled along with everything else on the phone during downtime. I have gone through every setting I can find to verify I don’t have it set wrong. Everything seems to show that it should work just fine. But she can’t use it in any way. How do I fix this?? The first two screenshots I’ve included below show what she gets when she tries to call or text me when she is in downtime. The last screenshot shows that both phone and text should be available at all times (and they were but now they’re not, and I don’t know how to fix it). Thanks!
