Where is dictionary (used to be in Edit menu)?

There has never been a dictionary menu item in the Pages Edit menu. Pages does have and Edit menu Spelling and Grammar menu item that offers a Show Spelling and Grammar (⌘:) sub-menu providing selective access to various language dictionaries. This menu item is right where it has been since iWork '08/'09 implementations of Pages.

As Yellowbox has shown, there is a three-finger tap on a trackpad (when configured), or by simply passing the mouse pointer over a word, you can force a dictionary lookup of the underlying word using control+cmd+d keystroke. How you have the dictionary order in the Apple Dictionary application will determine from top to bottom, how your lookup results appear as in that pop up panel. Mine are English, English Thesaurus… You control that Apple Dictionary order via its Preferences panel.

On a Mac, hover the cursor over a word and then three-finger tap on the trackpad.

System Settings > Trackpad > Point & Click > Look up & data detectors

Depending upon your macOS, this may be under System Preferences and may look different..

I also happen to use Grammarly for macOS (without creating a Grammarly account) application and it does a remarkable monitoring job of Pages content.
