Does my Apple Pencil restore my iPad information.
If I want to give my Apple Pencil to someone else if they use it will the iPad know it’s been used on my iPad???

No. It’s an accessory it does not have any record of devices it has been used on.
If I give my brother my iPad and pencil and he puts it on a new Apple ID will the device know that it was my iPad and my Apple Pencil?
