I have a MacBook Pro with OS Catalina 10.15.7 and have been unable to update it past this. I have tried searching through the threads here and have been unable to find anything helpful. I have tried searching software update, looking in the App Store (Will not let me download most current system/not even attempt). Has anyone else dealt with this?

To begin, reboot your Mac in Safe mode and try using Software Update.

Safe mode will often correct weird software behavior by forcing the OS to do disk repair, clear caches and other housekeeping and disables third-party mods. When you're in safe boot, the machine won’t be at its best performance, especially with graphics, but that's expected.
Can you get your upgrade this way?
Exit safe mode by restarting your Mac normally.
Alternative Method–
➡️ Download the macOS upgrade installer app:
Click > macOS 11 Big Sur, macOS 12 Monterey or macOS 13 Ventura.
Once downloaded, double-click the “Install macOS…” app now found in the Applications folder to begin the upgrade.

Have you tried clicking on "Ventura 13" in the "Use the App Store" section of How to download and install macOS - Apple Support ?
What happens when you instead use System Preferences > Software Update? From my 2017 iMac 5k:
2017 Macs are maxed out with Ventura.
It is a 2017 MacBook Pro. When I go to the app store and click get it brings up the "finding update" in system preferences however nothing ever happens past this.
When I do this it just continues buffering "checking for updates...."
Can anyone help with this? I have tried all of the recommendations and none of them work....
