When I attempt to download Numbers app from the AppStore it says it requires iOS 13 or higher
Why can't I just download an older version for my older machine or something?

Here's something to try. Go to the App Store > Store > Account. There you will find your past purchases, even those that were free. For the apps listed that that are still on your computer you will have a button to click to open the app. For those that you have purchased, but which are no longer on your computer, there will be a Download option.

Numbers is constantly evolving. To have the best experience you need to stay reasonably current with your OS. It's quite likely that features in the current version of Numbers aren't supported by OS that are too old.
