Is it possible to recover deleted photos from iPhone without backup?

I'm in need of some advice regarding the recovery of deleted photos from my iPhone. Unfortunately, I find myself in a situation where I don't have any backups available, neither in iCloud nor in iTunes, for these photos. They were deleted accidentally, and I realized the mistake too late. The photos are quite important to me, and I'm hoping to find a way to retrieve them without backup. Simply doesn't apply here. Saying it again, once permanently deleted the photos are GONE. And there is no way to recover them. I personally know someone who against my advice paid a company $700 to try to recover photos which were permanently deleted. They could NOT be recovered.
