It depends on which processor you ordered: M3, M3 Pro, or M3 Max.
14" models using the M3 support "One external display with up to 6K resolution at 60Hz." 14" and 16" models that use the M3 Pro and M3 Max chips can support two or more external displays, depending on the processor chip (Pro or Max) and the resolutions of those displays. Details here:

The MBPs with the base M3 chip have Thunderbolt 3, not Thunderbolt 4. My understanding is that this is related to their inability to drive two displays over USB-C / Thunderbolt (a feature required for Thunderbolt 4 certification).
