how can I call my carrier if I can't have outgoing or receive calls??!!>

All of the replies say to "contact" your carrier. Common sense tells you that this would be using another device with an Internet connection to reach the "chat support" at the carrier or using another phone to call the carrier.

The SOS issue is not going to go away until your carrier gets to work on the connection status between their cellular network and your phone.

SOS in general means that the only calls you can place through the cellular phone network are emergency (911) ones. There could be various reasons for that.

If you have a locked SIM, the carrier (phone company) has protected the SIM with a passcode (PUK code), and yo need to supply that code to use the SIM. If you don't know the code, you need to contact the carrier.

Note that the OP did not say that he or she had a locked SIM. The SOS indication on his or her phone could thus be due to an entirely different cause.
