Unable to Load Video / An error occurred while loading a higher quality version of this video

I am getting the Unable to Load Video / An error occurred while loading a higher quality version of this video error message when trying to view some older videos on my iPhone that are stored in iCloud storage:

iPhone 12.

iOS 17.2.1 (latest available, updated today as an attempted fix for this problem, but problem exists before and after iOS update).

24GB free space available (Optimise iPhone Storage is turned on in Photos settings, as I have more photos and videos than can fit on the phone).

No issues with wifi.

Have restarted the iPhone, also tried a hard reset.

Videos are downloadable/viewable through iCloud accessed in Chrome browser on laptop, so not corrupt.

Videos were shot on various older iPhones using same iCloud account, so have not been shared with me.

Problem is not specific to video codec, or timeframe, e.g these two videos were shot on the same day on the same phone - one will download and play, the other gives the error (one is slow motion, but other slow motion videos download and play so that doesn't appear to be a relevant variable):

I've seen this bug reported numerous times without a clearcut resolution from Apple. Any other suggestions besides the troubleshooting I have already tried?
