iCloud storage full

My photos take up about 6GB on my device but they take up 84GB in my iCloud and the iCloud number keeps going up even though I am not adding many more photos. why is this? The amount of photos I have should not take up 84GB and my photos won't sync to my new phone because I have no storage. the photos keep deleting from my photo library on their own and I keep having to buy more storage. I really don't know how to fix this and I am wondering if anyone can help, thanks.

Only saving photos to your computer and/or external hard drive will create free space in your iCloud storage.

After you have copied the photos to your computer, you can delete them form your device, which will also delete them from iCloud.

Then you can take photos again with your iPhone, which will also save them in iCloud again.

If you have the photo option enabled to save space on your iPhone, all your photos are saved in a lower quality on your iPhone, and the original, high quality photos are kept in iCloud, using more data.
