As above, if your device is running iOS 12.5.7, it can not be updated further.
If this is not the issue, please post back with relevant information.
You don't download updates from Safari, you do it from - Settings > General > Software Update.
But as already stated twice, your phone is too old to run anything higher than 12.5.7.
