Using iCloud Photos is the most seamless way of restoring your photo/videos after a phone reset. This would depend on how many photos/videos you have and how much iCloud storage space is available. If you are not using it currently and are able to store your photos there, you will want to wait until they all have been uploaded before resetting your device.
