What hardware constraints restrict the iPhone 8 from upgrading iOS beyond version 16?

What hardware constraints restrict the iPhone 8 from upgrading OS beyond version 16? This feels like I’m being forced to continue to buy new phones so I can access software that requires the current operating system. And trade-ins are not a benefit because I’d still have to pay more than I’m willing to spend.
