My account location is stuck at united states so i made a new account and still when i open app store it logs me in my unitedstates account and can

When i try to download something it says “there was an error with the billing address” and want me to type in my address but i can’t because i am not from the US and when i made my new apple id account it works fine but when i open apple store still wants me to change my address and shows that i am in US (with my new account where the address is not in US)
