I have a new PC and wish to authorise it
However the message states I have already 5 devices authorised. I only have 2 x I pads
I can only presume the devices are old laptops that I have discarded
Can someone advise please ?

iPads and iPhones are not "authorized" devices. Only computers are.
You can "Deauthorize All" and then authorize any computers you still have and want to use. See the following instructions from Authorize or deauthorize your computer for iTunes Store purchases - Apple Support
To deauthorize a computer that you don't have access to, you have to deauthorize all of your computers. Then authorize each computer that you have again. You can deauthorize all computers only once a year.
