Can't stop closed captioning

When I stream, using airplay to send the stream to Apple TV and then to my TV by HDMI, I can't stop closed captioning from showing up on the TV. I have closed captioning turned off on Apple TV and on my TV.

When I stream on the MacBook Air using Safari, I can click on the tab on the bottom right and turn off closed captioning. This works. When I have it off, If I airplay the stream to Apple TV (which has closed captioing set to off), the closed captioning comes back. Why? How can I stop this?
