Unfortunately, your Apple ID account balance is non-refundable, meaning you cannot get your funds back. The only way to empty the balance is to spend it.
Fortunately, some jurisdictions have laws about this. Wherever you are, check online to see if your region required these kinds of refunds by law. If so, you may be able to request a full refund of your account balance from Apple.
