If you have an 802.11g AirPort Express base station, you will not be able to use the AirPort Utility, provided with macOS Monterey, to administrate it.
This base station model works with the older v5 series of the AirPort Utility. The last time that version was included with the Mac operating system was back with OS X 10.7 (Lion)
Unless you have access to a Mac with this older operating system, your only other option would be to use a Windows 7 PC to run the Windows version of this utility. (Actually, this utility can work with Windows 8, 10, or 11, as well.)
You may also want to consider, whether or not, it is worth continuing to use this old base station as it may pose a security risk with its outdated wireless security standards support ... and very low wireless bandwidth (54 Mbps).
